THE EARLY ELECTION CAMPAIGN: THE CSAC, UNABLE TO SANCTION THE MEDIA OF POWER, LAUNCHES LIKE CENI-KADIMA, IN A HOLLOW PRESENTATION OF AUTHORITY FOR A SIMPLE COMMUNICATIONAL JOKE OF FORM.
THE CASE FINDS THAT THE CSAC IS UNABLE TO SANCTION RTNC AND BOSOLO NA POLITIK, TWO TELEVISION CHANNELS WHICH VIOLATE ALL REGULATORY DIRECTIVES. WHY ONLY WAKE UP WHILE CANDIDATE MOISE KATUMBI IS ON A POLITICAL TOUR IN THE PROVINCE?
- The CASE was surprised to note that the High Council for Audiovisual and Communication (CSAC) is distinguished by an unbalanced regulatory regime.
- The CASE notes that the CSAC excels in the curious habit of only waking up when opposition political actors deploy themselves politically. Placed like the CENI-KADIMA under the control of power, the CSAC only meets sensationally when it is a question of either sanctioning journalists labeled close to the opposition or to warn all the media in relation to the coverage media coverage of the political activities of the opposition.
- The CASE notes not without regret that the CSAC has just issued an impromptu press release calling the national media to order, slyly in due to the very mobilizing tour of the candidate MOÏSE KATUMBI CHAPWE in the deep Congo. - The CASE regrets that an institution supporting democracy like the CSAC could very randomly follow in the footsteps of the CENI, an institution labeled a violator of the laws and procedures for regulating the electoral process.
- The Directive of the High Council for Audiovisual and Communication No. CSAC/AP/001/2015 of March 5, 2015 relating to the electoral campaign through the media indicates precisely that (Article 2) in accordance with article 11 of the Electoral Law, electoral campaigns are fixed by the calendar established by the CENI. Very disappointingly, the presidential party (UDPS) and its allies in the Union Sacrée are obligatory to broadcast the reporting elements of their daily activities on the RTNC without any update. in visible custody or sanction. The same applies to excessive debates directed against opposition political groups which are tolerated both on RTNC and on the BOSOLO NA POLITIK channel.
- This anti-democratic attitude of double standards brilliantly violates article 3 of the same directive which states: “During the above-mentioned period, all media are required to observe great rigor in the collection, the processing, programming and dissemination of information. To this end, they are required to respect the legal and regulatory texts governing the profession as well as the ethics and professional conduct of Congolese journalists.” Article 4 continues that: “The media must in particular during this period: 1. Prohibit the broadcasting of songs, clips, games, spots, press releases, proverbs, skits, satirical writings and caricatures which are likely to incite hatred, all forms of discrimination or endangering national cohesion; 2. Avoid the dissemination of opinion poll results 48 hours before the elections.
- All these provisions, such as those relating to the display of campaign materials, are violated by the parties in power. “During the electoral campaign, the display of propaganda posters is authorized on panels set up for this purpose throughout the national territory. The dismantling of these panels must take place seven (7) days, at the latest, after the official closing of the electoral campaign” (Article 54).
