- The text, facilitated by Qatar, commits the belligerents to “respect their commitment to a permanent ceasefire”. It imposes a tight timetable for a comprehensive peace agreement and already reveals deep differences of interpretation. Particularly on the crucial issue of withdrawal from areas administered by the Congo River Alliance in North Kivu and South Kivu.
- The document, initialed yesterday Saturday July 19 in the presence of the Qatari Minister of State for Foreign Affairs, affirms the commitment of the two parties to seek a peaceful solution to the conflict through diplomacy and negotiation, in accordance with the principles of the Constitution of the DRC, the Charter of the African Union, that of the United Nations and international law.
- The parties undertake to cooperate fully with international and regional organizations, while respecting the sovereignty and territorial integrity of the DRC, in order to protect civilian populations and implement the stated principles.
-The declaration provides for a commitment to a permanent ceasefire, prohibiting air, land, sea or lake attacks, as well as all acts of sabotage, hate propaganda and any attempt to take new positions by force. A supervision and verification mechanism will be put in place to define the terms of the ceasefire and guarantee their implementation.
- The parties also agree to refrain from any act likely to compromise the smooth running of this process.
- The signatories undertake to adopt confidence-building measures aimed at reassuring the Congolese population and creating a climate favorable to dialogue. They underline the importance of the rapid implementation of these measures including the creation, with the support of the International Committee of the Red Cross, of a mechanism allowing, in compliance with Congolese law, the release of prisoners or detainees identified by the two parties.
On the question of the restoration of state authority, the declaration emphasizes that this constitutes a logical consequence of resolving the root causes of the conflict. The future peace agreement must specify the terms and timetable for this restoration throughout the national territory.
